Howard Risher is a Grahall Consultant focused on human resource issues. He works in all industries and specializes in the government, healthcare and not-for-profit sectors. He has worked as a private consultant and as the Director Compensation, Universal Health Services Inc, King of Prussia, PA; a Vice President, The Wyatt Company where he managed consulting practices in Washington and Philadelphia; Vice President, Mercer Consulting where he managed a consulting practice in Manhattan; as the Director of Compensation for IU International Corporation, Philadelphia PA and as a Consultant, Towers Perrin, Philadelphia, PA

For 5 years he was the Editor, Compensation and Benefits Review, the prestigious journal of the compensation and benefits profession and planned and managed conferences for Wharton’s Center for Human Resources.

He has published the following books: 1) It’s Time for High Performance Government: Strategies for Engaging and Energizing Public Employees (Rowman & Littlefield, 2016), with William Wilder, 2) Primer on Total Compensation in Government (IPMA,2016), 3) Planning Wage and Salary Programs published by (WorldatWork, 2009), 4) Aligning Pay Results (AMACOM Books, 1999), 5) New Strategies for Public Pay (Jossey Bass, 1997) with Dr Charles Fay, 6) The Performance Imperative (Jossey Bass, 1995) with Dr Charles Fay Published Reports, and 7) “Performance-Related Pay in OECD Member Countries”(OECD, 2013).

He holds a BA in Psychology from Pennsylvania State University, an MBA from the Wharton School, University of Pennsylvania and a PhD in Business and Applied Economics, Wharton School, University of Pennsylvania.
